Job Description

The NHS England and NHS Improvement Covid-19 vaccine deployment programme has delivered over 110m Covid-19 vaccine doses by mid-January 2022.

This is an exciting and highly complex work programme, that makes a key national contribution to the government response to Covid-19. The work programme is supported over a two year investment of £9.4bn to the end of March 2022.

The post-holder will form part of a dynamic team which is responsible for developing policy and delivery approaches, directing, and collaborating with programme teams and overseeing key areas of operational delivery,. This is a challenging role and there is a real opportunity for the post-holder to help shape and influence the design and delivery of the work programme, by working with colleagues to provide dedicated programme management advice and support, including analysis and presentation of a wide range of data sources.

The successful candidate will need to have the ability to work in a fast-paced

environment, deliver to tight, evolving and often last-minute deadlines as well as understand some of the sensitivities in relation to the information that they handle and communicate as part of working on a large and important programme.

This is a broad ranging role that encompasses:

Develop briefings for the Deputy SRO in advance of stakeholder meetings and events, developing the programme narrative working closely with programme and communication teams internal and external to the Covid-19 vaccination deployment programme .

Drive delivery of specific projects that support the programme aims and objectives, working with a range of partners to ensure successful outcomes – this includes design and implementation of national levers to support and transform local delivery of the Covid-19 vaccination programme.

Work collaboratively with key stakeholders internally and externally to develop policy to meet the needs of the organisation and drive improvement in quality and outcomes.
Ensuring accountability and contributing to effective governance, work programme and quality assurance returns and effective business planning. This includes working closely with colleagues to track progress of the work programme, ensuring actions are progressed, interdependencies are clear, and highlighting areas where insufficient information is likely to cause an issue.
Manage communications with the Department of Health and Social Care and others to ensure that information is provided and to support Parliamentary and ministerial accountability (including supporting media queries, responding to correspondence)
Communicate national policy confidently with external stakeholders and support NHS England’s accountability to the Department of Health and Social Care and the accountability of the Department of Health and Social Care to Parliament.
Work with programme teams at national, regional and system level in an effective manner, seeking clinical input where appropriate, to deliver strategies and processes to meet developing needs.
Engage with key strategic regional and national policy makers to inform development of strategies and policies. The role supports the business in driving transformation as well as value for money in planning, commissioning and service. The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.
Have a good understanding of organisational relationships across the health and care system to identify and maximise opportunities for collaboration and partnerships.
Work with teams across NHS England and NHS Improvement coordinate and capture relevant policy activity and ensure these are effectively disseminated to relevant stakeholders
Contribute towards the teams strategic planning and evaluation of team strategy
