Responsibilities
Reporting to the SOPD Program Director, Facility Security Operations, the Security Manager will be responsible for managing a comprehensive security program for all TB&T facilities and other select properties: The George Washington Bridge and Bus Station, Port Authority Bus Terminal, Lincoln Tunnel, Holland Tunnel, Staten Island Bridges (Goethals, Bayonne, and Outerbridge Crossing), Port Authority Technical Center (PATC), 2 Montgomery Street (2 Mont), select posts at World Trade Center (WTC) and the Teleport. Working in partnership with the TB&T Director’s Office, General Managers, Port Authority Police Department (PAPD), and all other stakeholders, the Security Manager will be responsible for recommending, planning, organizing, and administering security related policies and programs, including corporate level security initiatives.
Responsibilities include but are not limited to:
Assess the security needs of each of the aforementioned facilities against security industry best practices, make recommendations for improvement, and monitor corrective actions.
Develop recommendations for new programs, processes, and procedures related to civilian security operations at the aforementioned facilities.
Manage the day-to-day operation of deployed security technology solutions and ensure these systems are maintained in working condition at all times. Direct and coordinate remedial maintenance as required.
Manage the delivery of contract security guard services at the TB&T facilities and the Teleport, as well as the daily operation of Port Authority Employed Security Guards at PATC, 2 Mont, and select posts at WTC.
Standardize procedures for civilian security operations such as badge issuance and incident reporting procedures, through the development of documentation and staff training.
Lead the effort in conjunction with PAPD, Office of Emergency Management, Security Project Management, Security Technology and Cybersecurity for the identification of facility risks and vulnerabilities through the agency risk assessment process, security site surveys, and the scoping and planning of security projects designed to mitigate risks and vulnerabilities.
Serve as liaison for TB&T related security initiatives to external security entities such as the Department of Homeland Security, and NY and NJ State Homeland Security offices.
Serve as a representative for TB&T security matters during activation of the agency’s Emergency Operations Center.
Qualifications
Candidates must present the following qualifications to be considered eligible for this position:
Bachelor’s Degree in Security Management, Industrial Security, Engineering, Public Administration or a related discipline from an accredited college or university.
A minimum of five (5) years of progressively responsible management experience including supervisory experience in the security field.
Must possess a valid Driver’s License.
Must be willing and able to respond to facilities and the EOC during non-business hours, as required.
The selected candidate will be required to undergo a thorough background investigation and may be required to obtain a security clearance at the Secret Level for this position.

Superior interpersonal skills to interact with staff at all levels, supporting departments, consultants, and outside agencies.
Demonstrated negotiation and conflict resolution skills.
Proven ability to identify problems, assess the accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, develop consensus, and make recommendations.
Advanced degrees in the above-mentioned fields and/or Certified Protection Professional (CPP) and/or Physical Security Professional (PSP) credentials from the American Society of Industrial Security (ASIS), or related professional certification are highly desirable.
