Job Description

The Lifecyle Management team in the Information Technology and Records Management (ITRM) Division of Health and Human Services is seeking an IT Software Developer. The Lifecycle Management team is responsible for the lifecycle of applications developed by our Service Management Technology team. This includes involvement in the architecture, design, maintenance, and enhancements of custom applications to meet the business needs of the department. As a member of a Kanban team, responsibilities will include software enhancement, support, and maintenance.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.
Location and hours:
Currently, this position is remote due to COVID-19. Once the COVID-19 emergency declaration is lifted, this position will be located on-site at the Hennepin County Government Center, 300 South 6th Street, Minneapolis, MN 55487. While temporarily designated as remote, workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will typically be Monday through Friday, 8 a.m. – 4:30 p.m.

About this position type:
This is a full-time, benefit-earning position.

In this position, you will:
Primarily focus on enhancement, support, and maintenance of newly developed applications that are based on .NET, C#, Angular, Typescript, PrimeNG, HTML5, CSS3, JavaScript, SASS, REST APIs, SQL Server, etc., and deployed to Azure Cloud Infrastructure.
Support legacy ASP.NET Web Forms and ASP.NET MVC applications.
Participate in eliciting functional and security requirements, as a prerequisite to enhancing and maintaining applications.
Work with various teams (Business, Development, Security, Operations, etc.).
Participate in Code Reviews.
Write necessary documentation.
Promote and follow software engineering best practices and standards.
Participate in Team Kanban meetings (right to left), planning meetings, and other events related to application development, maintenance, and replacement.
Need to have:
One of the following:
Two-year college/vocational technical degree in a technology field.
An approved information technology certificate.
Completion of five college/vocational technical technology courses.
Completion of approved IT Hennepin County internship and one year or more of information technology experience.
Bachelor’s degree in a technology field.
Two years or more of technology experience.
Nice to have:
Experience with:
Database design and management using MS SQL Server.
Entity Framework, LINQ to Entities, and OData.
Software Engineering based on .NET, C#, Angular, HTML5, CSS3, SASS, SCSS, JavaScript, Typescript, OOAD (Object Oriented Analysis and Design) concepts, and OOP (Object-Oriented Programming).
Developing and consuming REST APls using the .NET framework
Source control using GIT.
Deploying Solutions to Azure Cloud Infrastructure and Using Azure Cloud based resources such as Azure databases, and computing resources such as App Services.
Participating in peer code review exercises.
Application Security and Secure Coding.
Mobile-first and Responsive Web design and development.
Knowledge of:
User experience (UX) design.
Web Accessibility.
Internationalization and Localization.
Ability to:
Use creative problem-solving techniques when confronted with issues.
Provide excellent customer service and interact effectively with end users.
Work collaboratively with managers, customers, and other developers.
Communicate effectively, both verbally and in writing, with all levels of the organization.
