Job Description

Technical Analysis and Design: Proactively identifies potential problems with the currently installed software and hardware supported by the team. Demonstrates an ability to evaluate alternative solutions, make recommendations, and resolve problems

Accurately determines the user impact, teams involved, and the steps necessary to test, back-out, and implement changes
Demonstrates an ability to forecast changes in system performance or resource utilization and recommend solutions
Demonstrates an ability to research, analyze, and recommend new standards, procedures, and technologies as assigned
Accurately assesses project proposals for compliance with standards, risk, implementation and ongoing support requirements, and ability to meet proposed timelines
Stays current on emerging technologies; able to determine which technologies provide a benefit to UF Health
Stays current on emerging security vulnerabilities; determines which vulnerabilities affect UF Health systems and accurately determines the impact of addressing those vulnerabilities
Initiates and leads the research, analysis, and recommendation of standards, procedures, and new technologies to improve system availability, performance, and recovery
Develops and presents written proposals for changes to existing standards, processes, and technologies; written recommendations include the evaluation criteria, a defined scope, implementation and ongoing support costs, and a timetable for implementation.

Installation and Support: Creates system documentation templates and standards; maintains the currency of the Systems Standards document.

Installs, configures, and audits existing system configuration according to current documentation and standards; researches any discrepancies and documents any exceptions
Maintains current inventory, installation, configuration, support documentation, and vendor contact information for assigned systems
Develops processes/plans to maintain hardware and software at supported release levels
Monitors for emerging software and hardware bugs applicable to our environment that could affect the stability of our systems
Determines monitoring thresholds to accurately alert and report on system health, availability, and performance
Ensures all production systems are monitored within the standard suite of monitoring tools; ensures any system changes are reflected in the dashboards
Actively works to understand and document the data flow and purpose of the system components that make up an application; ensures data flow is depicted in the monitoring dashboards
Demonstrates an ability to analyze and optimize system performance
Monitors backups to ensure successful completion; works to resolve any failures ; configures system backup windows to minimize user disruption
Develops and implements routine processes to test and document recoverability processes for systems
Develops testing methodologies to minimize the impact of changes
Identifies the impacted areas, negotiates the outage window, coordinates testing, and creates a schedule of events for planned outages
Follows the Change Management and Root Cause processes according to the current guidelines
Demonstrates an ability to design recovery procedures in the context of both a catastrophic and component failure
Partners with IS Security to redesign existing deployments or implement new solutions
Consistently reviews the current installed base of systems to determine if there are opportunities to improve the overall end-user experience, simplify/reduce ongoing support requirements, and improve system recoverability/availability
Researches alternatives and documents recommendation, including cost and ongoing support requirements
Identifies gaps in current documentation, standards, tools, and processes; researches alternatives and documents recommendation, including cost and ongoing support requirements
Reviews tools for duplication of functionality; eliminates redundant toolsets
Assumes ownership of issues that span outside current responsibilities; forms and leads a team in the steps to resolve the issue
Drives the creation of security standards for the platforms supported
Participates in a team of professionals to provide 24×7 support to infrastructure and services.

Project Management: Demonstrates an ability to define the scope, risk, level of effort, and implementation timeline for assigned projects.

Accurately determines other departments impacted by assigned projects; works to ensure that each impacted team understands the project’s purpose, their role, and the timeline
Creates and distributes routine project status updates and ensures the resolution of open issues
Successfully handles emergent tasks while still advancing assigned projects and meeting agreed upon deadlines
Escalates when workload is too heavy or not enough
Demonstrates the ability to follow current guidelines for projects established by the department
Actively participates in project teams
Performs the role of project manager for assigned projects
Organizes and leads meetings; facilitates issue resolution; creates and distributes meeting minutes
Successfully collaborates with project owners outside of the department to make any necessary changes in their projects’ scope and timeline
Determines and documents any increase or decrease in ongoing support requirements or cost due to the implementation of a project
Organizes and leads cross-departmental teams in the successful completion of projects; establishes and documents roles and responsibilities and obtains sign-off and support for project timelines and deliverables
Assumes a leadership role in projects where there is a vested interest but the responsible staff members are members of another department
Professional Development: Lists specific examples documenting proficiency in each job result in the yearly self-evaluation.
Demonstrates an ability to expand skills through self-study
Seeks to clarify and understand expectations
Demonstrates an ability to develop and give training sessions

Staff Development: Assists the manager with hiring, training, evaluating, and managing employees

Trains and orients new staff. Orientation, training, and internal policy and procedure materials are developed and maintained
Meetings are held on a regular basis with staff to ensure they are kept informed of any new polices, processes or procedures. Staff input is actively sought and constructive ideas are developed and implemented
Ensures staff attend mandatory staff meeting, in-services, and adhere to patient confidentiality policies
Assist the Directors with performance evaluations in a timely manner. Consistently recognizes employee’s efforts and shares positive feedback with employees
Changes difficult situations of performance to a positive and sustained outcome with an employee
Employees are cross-trained so they are able to assist in all functions of the supported applications as needed. Employees are able to take on additional assignments.

The incumbent will have access to financial, participant confidential and PHI data and will have to maintain the highest confidentiality levels. Disclosing the information available would be detrimental to the University of Florida.

Expected Salary:

$85,000 – $100,000, Commensurate with education and experience.

Minimum Requirements:

Bachelor’s degree in an appropriate area and two years of relevant experience; or a high school diploma or equivalent and six years of experience. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience.

Preferred Qualifications:
Bachelor’s or Master’s degree in Computer Science, Economics, Statistics, Applied Math, Data Science, Information Systems, Business Administration, or any other appropriate field.
Expert knowledge of all aspects of software development life cycle. IT implementation and support experience with interface engines.
Strong understanding and hands on experience working with standards such as HL7 V2.x and FHIR.
Strong Knowledge of Authentication and Authorization, HIPAA security guidelines specifically as to how they pertain to FHIR Client and Server implementations, FHIR Profiles.
Experience working with Epic Bridges.
Experience working with Epic App Orchard.
Experience with the change management process for implementation of interfaces.
Experience developing and maintaining project plans for medium and small projects.
Excellent technical writing and communication skills.
Ability to plan, organize and coordinate work assignments.
